The 31-year-old, who left Napoli for Chelsea in 2018, was in the final six months of his contract with the Blues.
On Tuesday, he passed a medical exam and signed a contract for 18 months with the option to extend for another year.
According to Arsenal manager Mikel Arteta, "Jorginho is a midfield player who has intelligence, deep leadership skills, and a huge amount of Premier League and international experience."
"He has won in his career, but he still has a lot of hunger and a lot of willingness to help here.
"We are so happy to sign Jorginho and welcome him and his family to the club," the organization stated.
Jorginho described the move as an "amazing challenge" and admitted to being "a little bit surprised" by it.
He said in an interview with the Arsenal website that playing for Arteta had a "big influence" on his decision, and he added, He tried to get me a few times before, I know, but it didn't work out because of other factors or my wishes.
To be honest, I just can't wait to get on the field. Everything has transpired so quickly.
"It is a significant shirt. I'm so happy and excited to be here because it's such a large and amazing club.
"I'll just try to help the team by bringing positive energy, hard work, and my experience. It's the one I always bring."
After Brighton rejected two bids for Ecuadorian midfielder Moises Caicedo, the Gunners focused on Jorginho.
Caicedo appears to be set to remain with Brighton after the 11 p.m. deadline, Brighton stated.
Jorginho is Arsenal's third January acquisition, following the purchase of Belgium striker Leandro Trossard from Brighton for £21 million and Poland's Jakub Kiwior from Spezia for 20 million euros (£17.6 million).
With a game in hand over the teams below them, Mikel Arteta's team leads the Premier League by five points.
During his time with Chelsea, Jorginho scored 29 goals in 213 games and won the Champions League, Europa League, Uefa Super Cup, and Fifa Club World Cup.
He was born in Brazil, but when he was 15, he moved to Italy to play for the Azzurri on the international stage.
He has been capped 46 times and will wear the number 20 shirt for the Arsenal. He was in the Italy team that beat England to win Euro 2020 at Wembley in July 2021.
